About the Role
What you’ll do:
Administer the operation and conduct of the Athletics Compliance unit and rules compliance program, assuring that the Department of Intercollegiate Athletics complies with all applicable rules and regulations of the NCAA, Big 12 and West Virginia University.
Direct the athletics compliance staff in the establishment of compliance strategies and design of monitoring systems to assure compliance with NCAA rules, regulations, guidelines and policies. Supervise the Director of Compliance (1), Associate Director of Compliance (1) and Assistant Director of Compliance (1). Delegate and prioritize administrative and other responsibilities; monitor work schedules, times sheets, leave requests and overtime; responsible for hiring, training and evaluations.
Provide oversight of the implementation and maintenance of systems for communication, organization, documentation and evaluation to establish accountability in all areas of compliance oversight. Provide oversight of procedures/processes and improving methods to assure institution or institutional representatives (coaches and staff) understand and follow NCAA regulations.
Oversee implementation and monitor computerized compliance system. Direct the compliance staff in the establishment of compliance strategies and design of monitoring systems to assure compliance with NCAA rules, regulations, guidelines and policies. Monitoring systems include, but are not limited to, CARA (Countable Athletically Related Activities), complimentary admissions for student-athletes and coaching staff members, sideline passes, recruiting activity, student-athlete employment, and camps/clinics.
Direct investigation and reporting of all NCAA rules violations with the Big 12 Conference and/or NCAA. Requires in-depth knowledge of rules to process possible NCAA rules infractions and to write investigation findings, which includes the date and location of the violation, the identities of the student-athletes and coaching staff members, the means by which the institution became aware of the information, the reason the violation occurred, a list of corrective or punitive actions taken by the institution and the institution’s position.
Serve as advisor to senior leadership for the Department of Intercollegiate Athletics with oversight of NCAA and Conference governance issues. Direct the review and determination of institutional position for potential changes or additions to NCAA or Conference legislation. Duties include interaction and review with the Faculty Athletic Representative, Office of the President, Office of Legal Affairs, Athletic Council, Head Coaches and appropriate athletic staff.
Develop procedures, systems and auditing practices to ensure rules compliance. Coordinates self-studies of compliance within the athletic department.
Administer the development and delivery of NCAA rules educational programs, seminars, workshops, and meetings, and other means of compliance updates for coaches, administrative staff, student-athletes and selected WVU personnel to ensure all involved are informed in a timely fashion regarding new rules, rule changes, interpretation of rules, etc. Duties include rules education programs, monthly newsletter, daily emails and game program features. Provide oversight to gambling education program.
Identify responsibilities of athletics staff for implementing and supervising compliance systems. Develop and perform responsibilities related to the athletic compliance operations documented by a general responsibility matrix.
Compile and facilitate NCAA and Big 12 Conference waivers and appeals.
Communicate with departmental and university personnel regarding compliance issues; implements extensive rules education program that includes the development and delivery of NCAA rules educational programs, seminars, workshops, and meetings, and other means of compliance updates for coaches, administrative staff, and selected WVU personnel to ensure all involved are informed in a timely fashion regarding new rules, rule changes, interpretation of rules, etc.
Work with the Mountaineer Athletic Club to monitor and education representatives of athletics (boosters). This includes but is not limited to the identification of boosters and administering rules education materials.
Advise and assist the Director of Intercollegiate Athletics and President’s Office on matters relating to rules compliance and legislation.
Research rule interpretations for athletic department staff members, including researching questions regarding NCAA rules presented by coaching staff, athletic administrators, and personnel from other departments.
Serve on various departmental committees as requested. Participate in various campus committees, and state and regional professional organizations.
Actively participate in game day duties for football and other athletic events. Attend select competitions and practices to observe the coaches, student-athletes, and game personnel to ensure compliance with various regulations.
Provide oversight of the High-Profile Student-Athlete Educational and Monitoring Program. Assist in identifying student-athletes and implementing additional education and monitoring efforts. Assist in identifying student-athletes and implementing additional education and monitoring efforts including oversight of the Agent Policy.
Administer rules education materials to all individuals identified as representatives of athletics interests. Duties include ensuring that all identified individuals are receiving or are being referred to NCAA legislation annually.
Maintain professional growth and development through seminars, workshops, and professional affiliations; keep abreast of current information and changes in NCAA legislation.
Perform other job-related duties as assigned by the Senior Associate Athletics Director for Internal Affairs and/or Director of Intercollegiate Athletics.
Maintain knowledge of and comply with all rules, regulations, policies, and guidelines of West Virginia University, the Big 12 Conference and the NCAA; must adhere to NCAA Bylaw 11.1 Conduct of Athletic Personnel. Failure to adhere to these policies will result in appropriate disciplinary action including possible suspension and termination.
Represent the University on the highest professional level with dignity, integrity, and strength of character and will exhibit ethical behavior; must respect the rights and dignity of individuals with sensitivity to problems that may arise from racial and ethnical differences.
Demonstrate a cooperative attitude towards all sports within the intercollegiate athletic program.
Possess the ability to adapt to any situation, make decisions and work independently; position must have the ability to build and maintain relationships with student-athletes, coaches, staff members and contractors; required to use creative abilities to develop new techniques and approaches in dealing with many issues controlled by this position; responsibilities of the position are ever-changing and require constant research and education.
Manage sensitive and confidential information related to student-athletes, coaches and staff utilizing discretion and correct decisions. Failure to use proper discretion at required level could result in major and significant embarrassment to the University and/or have a significant impact on image, revenues, and eligibility of student-athletes.
Manage professional and personal time to handle time sensitive-issues, tight deadlines, extended hours beyond the normal workday, weekend work, regular travel in-season and on-call availability.
